Scotland’s first XL Bully sanctuary remains unlicensed

SCOTLAND’S first XL Bully sanctuary remains unlicensed for the second time as a council inspection has found that the facility isn’t up to standard.

Kerryanne Shaw, chairperson of the All Bullie Charity Rescue, moved from Glasgow to Forfar, Angus last year after raising £20,000 in hopes of hosting over 30 bulldog breeds at the Happas Canine Centre.

However, after an inspection conducted last November by Angus Council’s animal welfare inspector, Coreen Hill, highlighted she thought Shaw did not have the capability or the knowledge to keep over 25 dogs at the centre.

The report did state the dogs in the centre remained in good health but some of the dogs possessed “serious kennel guarding issues” and walls at the centre had been eaten due to stress.

The full report also discovered the centre had broken the law by keeping a dog at the facility for over 30 days, which was highlighted to authorities and remains a police matter.

More concerns about the welfare of the animals were raised when the report discovered there was a lack of space at the facility, out-of-date medication, a lack of toys and grooming tools and insufficient record keeping.

A second inspection of the centre has now been carried out and it has been decided that the facility still does not meet the standards to receive a legal licence.

In her report, Coreen Hill said: “Seventy days have passed since the previous inspection, and only minor improvements noted.

“The applicant does not fully understand the conditions that an animal welfare establishment must comply with to meet current Scottish Government guidelines.

“(Ms Shaw) has not demonstrated her ability to maintain the premises in such a manner to meet the licence conditions.”

The application will go before councillors at a civic licencing committee next month.
