SPA recognised as gold standard framework provider

Scottish firm joins exclusive pool of trusted UK framework providers

SCOTLAND’S leading procurement firm for social housing and public buildings has secured Gold Standard Verification for all its frameworks.

The accolade, awarded by Constructing Excellence and endorsed by the UK Government’s Cabinet Office, sets benchmarks to ensure best practices in public sector procurement.

By adhering to the rigorous standards of the Gold Standard Verification scheme, the Scottish Procurement Alliance (SPA) is driving improved value, reduced risks, and safer, more sustainable project outcomes for its partners and suppliers.

As a not-for-profit organisation, SPA works with over 130 public sector partners, including housing associations, councils, blue light services, the NHS, and a wide range of other public sector bodies.

Its frameworks provide an efficient, fully compliant route to market for construction, refurbishment, consultancy, and maintenance services, ensuring high-quality results while delivering value for money.

Lesley Anderson, Regional Director of SPA, said: “This highly desirable accreditation signifies our pledge to the public sector and its suppliers by conducting procurement processes and procedures that uphold the highest possible standards for any framework provider.

“It recognises our market insight, commitment to developing communities, dedication to delivering continuous improvement and nurturing positive outcomes, while reinforcing our role as a trusted partner in delivering compliant, cost-effective, and impactful public sector projects across Scotland.”

The Gold Standard Verification scheme, launched by Constructing Excellence in collaboration with King’s College London, has been designed to raise the bar in public procurement practices.

Organisations awarded gold standard status must demonstrate compliance with 24 exacting recommendations, encompassing transparency, sustainability, social value, and net-zero commitments.

Lesley added: “As Scotland’s largest free-to-join, not for profit procurement organisation, SPA exists to provide public sector organisations with the tools, guidance, and support needed to deliver exceptional outcomes.

The gold standard award validates our work and solidifies our commitment  to continue leading the way in procurement excellence.”

SPA currently supports over 600 live projects with a combined value of £1.1 billion. Its frameworks deliver value to both partners and suppliers, while driving long-term social and economic benefits.

Appointed companies – approaching close to 300 – benefit from access to SPA’s wide pool of public sector partners offering a host of opportunities to build collaborative and impactful partnerships.

Public sector partners also enjoy a range of free, added-value services provided by SPA, including specialist technical, procurement, and social value advisory support. These services ensure that partners not only meet their immediate procurement needs but also achieve long-term benefits that extend into their communities.

SPA’s frameworks embody these principles, ensuring that projects deliver tangible community benefits, enhance collaboration across supply chains, and achieve cost savings through innovation and best practices.

The organisation’s success also highlights its dedication to creating systemic change, ensuring public sector procurement delivers value far beyond initial expectations.
