One man was treated on scene but refused to go to hospital.
The fire took place on 283 West Main Street in Whitburn at around 6.05 am.
A spokeswoman for Lothian and Borders Fire and Rescue Service said: “We attended a fire in the second storey of a three storey block of flats.
“One male was treated by the ambulance service but he refused to go to hospital.
“Two breathing apparatus and a hose reel were used.”
